People’s Committee’s Manifesto for 2019 Lok Sabha Elections

The Nation is plagued by all round corruption. Unless and until this is addressed, people will continue to be at the receiving end and effective delivery of welfare governance will remain a dream. 

People’s Committees will work to establish Corruption Free Governance, with transparent people friendly administration.

Towards this we will take every possible action to ensure establishment of effective Ombudsman at Central and State levels, Revisiting the Lokpal and Lok Ayuktha bills and making it effective with necessary powers to prosecute any public servant from PM to the last rung government employee, with mechanism for quick disposal of cases - separate courts for cases against politicians and high officials, conducting hearing on a day to day basis without vacations and settling cases within reasonable time frame.

Revisit appointment of Vigilance commission and Information commission officials – post honest persons with due credentials to ensure effective delivery. 

Ensure autonomy to Police force so as to obviate/ minimize interference from the executive. Police force will be reoriented to be a friendly force rather than vindictive.

Law and justice

Justice delayed is justice denied

People Committee will work to establish mechanism for the disposal of all court cases within reasonable time frame, hearing on a day to day basis without court vacation, thus delivering justice effectively. A massive push to clear long pending cases will be launched.   

Prohibition

The nation is crippled by free availability of liquor and narcotics. We will do everything possible to clamp total prohibition of liquor brewing and sale, as well as effectively eliminate the menace of narcotics. Productive labour and work energy thus released will be channelized for nation building activities. Policies will be reoriented towards employment generation to ensure absorbing those drunken man hours thus liberated. Free de addiction treatment will be made available for the needy.    

Sustainable Development

All projects – public as well as private ones – Roads, bridges, rail, dams, factories to research institutions – will be scrutinized to ensure sustainability and reworked with social goals as against profit motive for a few. Environmental considerations will not be brushed under the carpet for the sake of some individual’s profit. To ensure fairness for the stake holders, project affected and beneficiaries, due public hearings will be conducted without letting it be an eye wash.

Grams Sabha institutions will be empowered to function as ‘people’s committees’ for effective communication between people and government. ‘People’s Committees’ will be established at various levels and utilized for public consultations and convincing where required for the actions of the government.

Economic policy

Economic policy including industrial, agricultural, and trade policies will be reoriented focusing on wider distribution of wealth and facilities, rather than focusing on maximizing profit for a few individuals. Towards this the policies post introduction of LPG regime in 1991/92, will be replaced by the Democratic Socialism model of Nehruvian era, with planned development and governmental/social controls to ensure wiping every tier from every eye. Public sector, private sector, joint sector will be utilized judiciously to maximize welfare of the people. Manufacture of essentials will be prioritized as against non essential, luxury goods. Protective policies will be limited to small, micro sector and self help groups. 

Farm sector

Farming is still the major employer in the country. Farming has been rendered a quagmire (quick sand) since the introduction of LPG regime. Farming will be restored to its due and original – pre LPG - glory

 All farm produce will be awarded ‘Fair Remunerative Price’ – FRP - based on a proper evaluation of the cost of cultivation on the basis of costing methods adopted for Industrial products. Contract charges – kuththagai – as well as, all the labour put in by the family of the owner/ contract farmer will be factored in and the cultivation cost computed for the average yield over a period – say 10 years – and not for the highest yield. This will help the farmers come out of the debt trap soon and invest the surplus in increasing area of cultivation, adopt more scientific cultivation and subsequently acquire consumer goods, build more space in residences etc. resulting in explosive growth of demand for industrial products as well as employment opportunity.

Farming will be freed from the clutches of the middle men. Farmers’ cooperatives and federations will be established on the lines of NDDB, Avin, Nandhini, Milma ---. The federation will take over procurement, storage, processing – milling, oil extraction etc. – value addition, re packing and supplying through its own outlets – like for milk.

Irrigation facilities will be enhanced by interlinking of rivers where ever feasible and desirable, building of micro dams, check dams, gates etc. desilting on a regular basis involving public participation thro’ gram sabhas.

Multi cropping and crop rotation among farmers of each village to ensure minimizing loss, improve availability of all produce in each sub area, minimize transport cost etc.

Employment

The above policies on Industry, economics and agriculture will by themselves ensure large scale job creation. In addition every developmental action will be focusing on job creation. Skill enhancement training will be provided to all needy at reasonable cost.

Right to services, food, education

All these laws already passed will be implemented with an eye on fair distribution of wealth and availability of services.

Safety of women and children

The severe erosion of moral standards in the society driven mainly by cinema and fanned by private television channels have resulted in highly unsafe conditions for not only women and children, but even for men and animals. Murders and inflicting grievous injuries have become common place. Strict social audit – censorship – of not only cinema, even TV programs will be organized with proven defenders as members. Guidelines to ensure decency and morality in cinema/ TVprograms will be issued, recent past programs audited, warnings issued and the action taken on habitual violators. Moral education will be restored to its past glory in schools. No amount of CC TV cameras is going to ensure safety. Only re moralizing can help.  

Gender sensitivity will be improved by sex education and promoting celebrations like ‘Raksha bandan’. Education will be reoriented to ‘man making’ and not ‘money making’ as at present.

Education     

Privatization – commercialization – of education has resulted in degradation of the quality of education in as much as morality, other social values are concerned. Education for all at affordable cost will be ensured by opening new government aided schools and colleges. Skill development and Man making education will be the goal. The culture of commercial education will be reversed. 

Health

Commercialization of health care has resulted in grave danger to the citizens apart from the fleecing they are subjected to. Many more government hospitals will be opened down to Thaluk level, to provide health care at reasonable and affordable cost. The culture of commercial medicine will be reversed.

Urbanization 

Severe concentration of population at existing cities is posing major problems in providing motor able roads, piped water supply, sewerage, power supply etc. as well as causing heavy pollution. Urbanization will be dispersed by halting further developments in existing cities and encouraging satellite towns, other towns to be developed. Floor space index will be restricted to ensure limiting population density. Health care and educational institutions will be developed at the new centers of development to ensure dispersal of population. Planned development will be restored.  

Night shelters with reasonable facilities will be built in urban areas for the homeless. Public conveniences will be built at many places like parks, near temples, markets etc. on pay and use basis and maintained well.     

Housing

Again large scale commercialization of housing has rendered housing unaffordable for large sections of the society. Large scale affordable housing projects for low income groups, on ownership as well on rental/ installment basis will be taken up.

In areas frequently affected by natural calamities, pucca concrete houses will be provided at heavily subsidized rates.

Roads and transport

Roads will be inspected and repaired to make them motor able on a regular basis. Any developmental work requiring road cuts will be clubbed and taken in short stretches wise, completed on war footing and traffic restored quickly.

Public transport will be improved to make people prefer them to private transport. Thus limiting pollution, traffic snarls and accidents. Cost effective methods like ‘Bus Rapid Transit System’ will be resorted to, instead of white elephants like ‘rail rapid transit’ and ‘Metro rail’.

De polluting rivers systems

Discharge of sewerage and industrial effluents in to rivers like Coovam, Buckingham as at Chennai, Noyyal as in Tamil nadu, will be stopped by diverting the sewerage and effluents through exclusive drainage and the rivers, canals desilted, tile lined in city areas and used for water transport, tourism, eco parks etc. It will also improve recharge of ground water.

Religious tolerance, communal amity

Religious and caste amity will be ensured by the government – ministers, members of councils, officials - not  participating in any religious functions, strict action against any one violating the religious sentiments of others, Conducting inter religious/caste meetings to foster amity.

Political parties in particular and associations, commercial organizations and even educational institutions and trusts will not be allowed to retain communal, caste indicators in their names.

People will be encouraged to declare themselves above caste/community, as secular in demographic enumerations. Avenues to incentivise/encourage this will be explored.  

Free bees  

The free bee culture fanned by the greed of the political parties to garner votes has rendered the poor to always look for alms. They have to be freed from this decease. While every attempt will be made to make them realize that they should earn their lively hood, buy their comforts, every effort to make the people get employed and earn decent living will be made. Freebees as well as subsidized supplies will be withdrawn gradually in parallel to providing employment opportunities. 

Subsidies and reservations

All subsidies and reservations will be revisited to make them targeted to bring the disadvantaged out of the rut and lead to an egalitarian society in the near future.

Foreign Relationship

Good relationship is key to peace in the international arena. We will extend an olive leaf to our neighboring countries as well as every other country in the world.

Democracies have no reasons to exist as individual nations. We will forge a union of all democratic nations of the world. We will give first priority to trading and extending help during calamities to these countries.

Dependence on dollar as common currency has lead to a huge trade imbalance. Dollar is priced several times its inherent value. PPP value of a dollar is about Rs 17/- while the exchange rate is about Rs 70/-. We will get in to bilateral trade with other than the leading nations, on PPP value as exchange rate. This not only bring down dependence on dollar, bring down the value of dollar, but result in direct benefits like control on inflation rate, reduction of threat of wars etc.   

In all People’s Committees will work to establish a society beyond caste, communal, linguistic, racial intolerance and lead the society to become egalitarian and achieve subeeksha for all.

‘When people rise, even empires fall’

      We have achieved the objective of creating awareness on issues of public interest, significantly, thanks to our relentless work in the past 25 years – past decade in particular.

      There is a palpable change. People are expressing their disenchantment with the political forces and administration, by demolishing liquor outlets, taking up desilting of water bodies themselves, protesting nuclear power plants and other hazardous projects, rushing to the rescue and rehabilitation work during natural calamities, passing strictures against the anti people laws and programs/ projects of the governments in gram sabhas.

      Having achieved the first step in empowerment, it’s time to make the voice of the people heard in governing bodies. People are willing to take up political responsibilities now. If not lead properly many of the activists will only turn in to new ‘Goliaths’. They will continue the current political trend only with a set of new players in it. Further, we have to ensure that the new found mass uprising does not slip in to the hands of divisive and fringe elements.

      The political system operating ‘top down’ is wrought with danger of authoritarianism. Hence, we have to ensure participation of a large number of people in the process of governance, thus channelize the energies in to transformative action.

      We cannot expect the powers that be to enact laws to control themselves, to upset their own apple cart and play ‘Basmasuras’ to efface themselves out. The nominees of these self-centered and self aggrandizer leaders can and will only represent them in their loot and atrocities. To represent the people in the governing bodies, only the people should select and nominate their own candidates.

      Theorizing corruption, mal administration, analyzing the election results, process, demanding action on culprits and demanding changes in laws are not leading us anywhere, anymore. The current level of awareness among the public in general is due only to these actions. They are necessary actions, but not sufficient ones.

      We have tried nominating honest candidates. But they were either self nominated or nominated by very small groups. The people have not been able to identify with/ own these candidates. They have resorted to choose the ‘known devil as against the un known angel’.

      Instead of asking people to vote for us – our nominees – activists group’s, small honest parities’ nominees – if alone we tell them to select their own candidates, they will own these candidates and ensure victory. Anyway they are likely to choose only some socially active ones. If we are the ones, let us take it as a ‘call of duty' and deliver. If not, we can still continue our selfless service. We have anyway not ventured in to politics to play politics ourselves, but only to rein in, reform, revitalize, reinvent, re calibrate, reinforce, rejuvenate, reinvigorate, politics.

      We have to establish ‘people’s committees’ at different levels and facilitate them to ‘search, select, nominate and elect’ their own candidates. ‘Peoples committees’ should be formed at street level – for 150 to 250 voters residing in 50 to 75 homes – and select a representative – basically an honest person, not member of any entrenched political party, not drunkard and willing to lend his hands for common causes. The reps of 10 street committees will form the ‘area committee’ – representing 1,500 to 2,500 voters. A ‘large area committee’ of, ten area committee reps – 15,000 to 25,000 voters - a ‘state assembly constituency committee’ – 150,000 to 250,000 voters and finally a ‘Loksabha constituency committee’ – 15 lac voters – should be formed similarly. Where ever possible the size of the committees to be matched to the assembly constituency, local body wards. Consulting up and down, the people’s candidates for the 3 levels of governance should be selected unanimously.     

      The thinking that we need reforms in the constitution and RPA for establishing good government is topsy-turvy. Only when we have a good government, we will be able to enact such reforms. To establish this method, no change is needed in any law. When we achieve this, many of the changes contemplated now will become redundant and whatever is still required can be brought about easily.     

      It has already started happening in many places. Our duty now is only to ensure that these do not remain exceptions, but become a rule. People are very enthusiastic, when they realize they can play a part in selecting their own candidates. The feeling of ownership will definitely lead to salvation.

     Activists groups, service groups and NGOs, with their wide base of cadres, can give a massive push to this movement and take the message to the nearly 95 crore voters, before the next Lok sabha elections, hopefully in 2019. Many state assemblies and local bodies are slated to go to polls in the near future.

      The political situation is so grave that we cannot experiment at ‘a few places’ before launching full scale. This country cannot afford to wait for another five years for us to gather ourselves. The current political situation is akin to blood cancer. No pain killer or balm will do. Total blood transfusion is the only way out.

      Irrespective of the results of elections, these committees can start working for the development of their wards/ constituencies. They can represent the people in meeting the authorities and getting the problems attended to. The system can be formalized by registering these committees as ‘People’s welfare committees’ for authority and accountability. This network will create a shadow government that the officially elected government will ignore only at its own peril. Facility to recall members and referendum on major programs are built in, in this method.

      It’s time for a large gathering of sociopolitical activists, social workers and NGOs to deliberate and launch this with a big bang. We must form a ‘marg dharshak mandal’ of senior eminent citizens and well wishers to ensure acceptability from the cadres and leaders of sub groups.

      And if alone we have a responsible, responsive and respectable government, we would not have to come to the streets on a daily basis.

      After all “When people rise, even empires fall” and “Politicians are not invincible”.

    கடந்த 25 - குறிப்பாக 10 - ஆண்டுகளாக, சமூகஅரசியல் ஆர்வலர்கள் செய்துவரும் தீவிர மற்றும் இடைவிடா முயற்சியினால் மக்களிடம் விழிப்புணர்வு ஏற்படுத்துவதில் குறிப்பிடத்தக்க வெற்றியை அடைந்துள்ளோம். மக்கள், மதுக்கடைகளை தகர்த்தெறிவதிலும், நீர் நிலைகள், நீர்வழிகளை தாமே முன்வந்து தூர்வாரி, சீர்செய்வதிலும், இயற்கைப் பேரிடர்களின் போது, மீட்பு, மீளமைப்புப் பணிகளில் ஈடுபடுவதிலும், அரசியலாரிடமும், அதிகாரிகளிடமும் தாங்கள் நம்பிக்கை இழந்து விட்டதை வெளிப்படுத்தி வருகின்றனர்.     

    மக்கள் ஆட்சியதிகாரம் பெருவதில் அடுத்த கட்டமாக, மக்கள் குரல் ஆட்சிமன்றங்களில் ஒலிக்கச் செய்ய வேண்டியுள்ளது. மக்கள் இப்போது ஆட்சிப் பொருப்புக்களை ஏற்கத் தயாராகி விட்டனர். ஆயினும் சரியான வழிகாட்டுதல் இல்லாவிடின் புதிய ஆர்வலர்களில் பலர், புதிய அரக்கர்களாக, அராஜகக்காரர்களாக, அவதாரமெடுத்து தற்போதைய ஊழல், அராஜக கலாசாரத்தையே தொடர்வது உருதி. தவிர இந்த மக்களின் எழுச்சி திசை மாறி, சமூகப் பிளவு சக்திகள் மற்றும் வன்முறையாளர்களிடம் சிக்கும் அபாயத்தையும் தவிர்க்க வேண்டியுள்ளது.

    ‘மேலிருந்து கீழாய்’ செயல்படும் அரசியல் அமைப்பு, சர்வாதிகாரமெனும் பெருத்த அபாயத்தை விளைவிக்க வல்லது. ஆதலால் ஆட்சி அதிகாரத்தில் பெருமளவில் மக்களின் பங்கேற்பை ஏற்படுத்தி, இந்தப் புதிய ஆர்வத்தை, உந்தலை, சமுதாயம் மேம்படப் பயன்படுத்த வேண்டும்.

    அதிகாரம் படைத்தவர்கள் தங்களுக்கெதிரான சட்ட மாற்றங்களை தாங்களே கொண்டு வருவார்கள், தங்களைத் தாங்களே எரித்துக்கொள்ளும் ‘பஸ்மாசுரர்களாக’ இருக்க வேண்டும் என்று, எப்படி எதிர்ப்பார்க்க முடியும்? தற்குறி, தான்தோன்றி அரசியல் கட்சித் தலைவர்கள் நியமிக்கும் வேட்பாளர்கள் அவர்களுக்குத்தான் - அவர்களின் ஊழல்களிலும் அராஜகத்திலும் - ப்ரதிநிதியாக செயல்பட முடியுமேயன்றி, நமக்கல்ல. நமக்கு ப்ரதிநிதியாக செயல்பட, நாமேதான் நம் வேட்பாளர்களை தேர்வுசெய்ய வேண்டும்.

    ஊழல், நிர்வாகக்குறைபாடு, என்று கூவியுயோ, தேர்தல் முடிவுகளை ஆராய்ந்தோ, தேர்தல் முறைகளை குறை கூறியோ, சட்ட மாற்றங்கள் வேண்டிப் போராடியோ, இனி எந்தத் தீர்வும் கிடைக்காது. அவை மூலம் தான் மக்களிடம் தேவையான விழிப்புணர்ச்சியை ஏற்படுத்த முடிந்துள்ளது. அவை தேவையான செயல்களே, ஆயினும் போதுமானதல்ல.

    நாம் நேர்மையானவர்களை களமிறக்கியும் பார்த்துவிட்டோம். அவர்கள் பெரும்பாலும் தம்மைத்தாமே நியமித்துக் கொண்டவர்கள் அல்லது மிகச் சிறிய குழுக்களால் தேர்வு செய்யப்பட்டவர்கள். மக்கள் அவர்களை ஏற்கவில்லை. அவர்களை மக்களால் சொந்தம் கொண்டாட முடியவில்லை. மக்கள் தெரியாத ‘தேவதையைவிட தெரிந்த பேயையே’ ஏற்கின்றனர். 

    மக்களிடம் எங்களுக்கு, எங்கள் நியமனங்களுக்கு, வாக்களியுங்கள் என்று ஆர்வலர் குழுக்களும், சிறிய நேர்மையான அரசியல் கட்சிகளும் கேட்பதை விடுத்து, உங்கள் வேட்பாளர்களை நீங்களே தேர்வு செய்யுங்கள் என்றால், அவர்களும் அந்த வேட்பாளர்களை சொந்தம் கொண்டாடி வெற்றியடையச் செய்வார்கள். எப்படியும் அவர்களும் சமூக ஆர்வலர்களைத்தான் தேர்வு செய்ய வாய்ப்பு அதிகம். அவர்கள் தேர்வு நாமாக இருப்பின் ‘கடமையின் அழைப்பாக’ க் கருதி, ஏற்று நற்பணி ஆற்றுவோம். இல்லையெனினும் நம் சுயநலமற்ற பணிகளைத் தொடருவோம். நாம் எப்படியும் அரசியல் செய்ய, அரசியலில் காலடி எடுத்து வைக்க வில்லையே? அரசியலை நேர்படுத்த, சீர்படுத்த, மேம்படுத்த, முறைப்படுத்த, தூய்மைப்படுத்த, புதுப்பிக்க, புதுப்பொலிவூட்டத் தானே முனைந்துள்ளோம்?

    பல அடுக்குகளில் ‘மக்கள் மன்றங்கள்’ அமைத்து அவர்களை தங்கள் வேட்பாளர்களை தாங்களே தேடி, தெரிந்தெடுத்து, நியமித்து, தேர்ந்தெடுக்க ஊக்குவிக்க வேண்டும். ‘தெரு மக்கள் மன்றம்’ – 150 – 250 வாக்காளர்களுக்கானது – 50 – 75 வீடுகளில் வசிப்பவர்கள் – அமைத்து, அவர்களின் ப்ரதிநிதியாக அந்த பகுதியில் (தெருவில்) வசிக்கும் நேர்மையான, எந்த வேறூன்றிய கட்சியையும் சாதவராக, மொந்தைக் குடியனாக அல்லாத, பொது ப்ரச்னைகளில் தன்னால் முடிந்ததை செய்யத் தயாராக உள்ள ஒருவரை தேர்வு செய்து, அடுத்த – ‘ஏரியா மக்கள் மன்றத்திற்கு’ (1,500 – 2,500 வாக்காளர்கள்) - 10 தெ ம ம ப்ரதிநிதிகள் கொண்டது - அனுப்பவேண்டும். அவர்கள் ஒரு ப்ரதிநிதியை பெரிய ஏரியா மன்றத்திற்கும் (15,000 – 25,000 வாக்காளர்கள்) - 10 ஏ ம ம ப்ரதிநிதிகள் கொண்டது - அவர்கள் ப்ரதிநிதியை சட்ட மன்றத்தொகுதி மக்கள் மன்றத்திற்கும் (150,000 – 250,000 வாக்காளர்கள்) - 10 பெ ஏ ம ம ப்ரதிநிதிகள் கொண்டது - அவர்கள் ப்ரதிநிதியை நாடாளுமன்ற மக்கள் மன்றத்திற்கும் (15 லக்ஷம் வாக்களர்கள்), தேர்ந்து அமர்த்த வேண்டும். இந்த மன்றங்கள் தங்களுக்குள் மேலும் கீழுமாகக் கலந்தாய்ந்து 3 அடுக்கு அட்சி மன்றங்களுக்கும் தங்கள் வேட்பாளர்களை நியமிக்க வேண்டும்.

    இன்றைய நிலையில், நல்லாட்சி ஏற்பட சட்ட மாற்றங்கள் தேவை என்பது ஒரு தலைகீழ் சிந்தனை. நல்லாட்சி ஏற்பட்டால்தான் தேவையான சட்ட மாற்றங்களையே கொண்டுவரமுடியும். மேற்கண்ட முறையை ஏற்படுத்த எந்த சட்ட மாற்றமோ சீர்திருத்தமோ தேவையில்லை. இதை செய்துவிட்டால் நாம் தேவை என்று தற்போது கருதும் பல சட்ட மாற்றங்களும் தேவையற்றுப் போய்விடும். மேலும் தேவையான வற்றை ஏற்படுத்துவது மிகவும் எளிதாகிவிடும்.  

    இது பல இடங்களில் நிகழத் துவங்கி விட்டது. இதை ஏதோ அங்கொன்றும் இங்கொன்றுமாக நின்று விடாமல், எல்லா இடங்களிலும் நடக்க வைப்பதுதான் நம் கடமை. மக்கள் இந்த மாற்றத்தை இருகரம் நீட்டி வரவேற்கத் தயாராக உள்ளனர். தங்கள் வேட்பாளரைத் தேர்வு செய்வதில் தாங்களும் பங்காற்ற முடியும் என்ற உணர்வு, அவர்களை சொந்தம் கொண்டாட வைத்து, வெற்றிப் பாதையில் நடத்திச் செல்லும்.

    ஆர்வலர் குழுக்கள், சேவைக் குழுக்கள், என்ஜீஓக்களின் செயல் வீரர்கள், தீவிர செயல்பாடுகள் மூலம், நாட்டின் 95 கோடி வாக்காளர்களுக்கு இந்த செய்தியை கொண்டு சேர்க்க வேண்டும். அதுவும் 2019 இல் வரவிருக்கும் நாடாளுமன்றத் தேர்தலுக்குள். பல சட்ட மன்ற, உள்ளாட்சி மன்றத் தேர்தல்களும், நடக்க விருக்கின்றன.

    அரசியல் நிலைமை மிக மோசமாக உள்ள நிலையில், ஏதோ ஒரு சில தொகுதிகளில் முயன்று விட்டு, பிறகு எல்லா இடங்களிலும் செய்ய முனையலாம் என்று கருத முடியவில்லை. நாம் திரண்டுவர இன்னும் ஐந்தாண்டு காலம் காத்திருக்க முடியாது. தற்போதைய அரசியல் சீரழிவு ரக்தப் புற்று நோய்க்கு சமம். அது வில்லை உட்கொண்டோ, களிம்பு பூசியோ தீரக்கூடியதல்ல. முழு ரக்தமாற்றுச் சிகித்சைதான் தீர்வு.

    தேர்தல் முடிவுகள் எப்படியிருப்பினும், இந்த மன்றங்கள் தங்கள் தொகுதிகளில் மக்கள் நலப்பணி யாற்றத் துவங்கலாம். மன்றப் பரதிநிதிகள் அதிகாரிகளிடம் மக்கள் ப்ரச்னைகளை எடுத்துச்செல்ல அதிகாரம் பெற்றவராகிவிடுவர். இந்த மன்றங்கள் சட்டபூர்வ அதிகாரம் பெற பதிவு செய்து, முறைப்படுத்தி விடலாம். இந்த மன்றங்களின் தொகுப்பு, நிழல் ஆட்சிமன்றங்களாகவே செயல் படும். இவர்களுக்கு செவிமடுக்காமல் எந்த அரசாலும் இம்மியும் பயணிக்க முடியாது. இதில் ஆட்சிமன்ற உருப்பினர்களை திரும்ப அழைக்கும் உறிமையும், அரசின் திட்டங்கள், சட்டங்களுக்கு மக்களின் அங்கீகாரத்தை கணிக்கும் வசதியும் உபரிப் பெருமானம்.  

    ஆர்வலர் குழுக்கள், சேவைக் குழுக்கள், என்ஜீஓக்கள் எல்லாம் கூடி செயல் பாட்டை துவங்க வேண்டிய நேரம் வந்து விட்டது. பலராலும் மதிக்கப்படும் பெரியோர்களை, சாதனையாளர்களை வழிகாட்டிக் குழுவாக அமைத்து, பரவலான ஏற்பு, மற்றும் பண்புள்ள முரையில் இப்பேரியக்கத்தை கொண்டு செல்ல முடியும்.

    பொருப்புள்ள, செவிமடுக்கும், மறியாதைக்குறிய, ஆட்சி அமைந்தால் நாம் தினம்தோரும் தெருவில் வந்து போராட வேண்டியிருக்காது.      

    ‘மக்கள் எழுச்சியுற்றால், சாம்ராஜ்யங்கள் கூட சாய்ந்துவிடுகிறது’. ‘அரசியல்வாதிகள் ஒன்றும் வெல்ல முடியாதவர்களல்ல’.

Towards Political Redemption

       The root cause of all the ills of the nation today is the non accountability of the ruling class. Frontline politics is abounding with shamelessly corrupt, criminal, dynastic, communal/ caste based, greedy individuals and leaders, subverting the very idea of democratic and welfare governance. Political power is wielded by a few thugs and extortionists. People are forced to elect only among the contesting, mostly dishonest, self centered, self aggrandizers, while the money bags, business tycoons and their henchmen go about nominating their yes men, stooges and ‘zee boom baas’ to every legislative and administrative position and continue looting all public resources, accumulating them as their personal wealth and investment for future political harvest.    

       Nominated by political party leaders – who themselves are not democratically elected – based only on the capacity to help furthering their own agenda, these candidates do not represent the interests of the people, but only those of the party leaders and the money bags behind them.

       The situation calls for an emergency surgery. Applying some balm here and spraying some pain killer there, will not do. The body polity in a nation is akin to the blood in a human body. It has got rotten. Complete transfusion of blood alone can save the person – nation – now.

       Invariably in discussions on the subject, activists start advocating electoral/ judicial/ police reforms, lok pal/ lok ayuktha regime, right to recall, referendum etc. Scores of recommendations on these are taking a never ending nap in the cupboards of the Government. How can we expect the representatives of political leaders to implement reforms which are designed to work against their own interests? Until and unless we have people’s representatives in governing bodies, no significant reform is possible. In fact with true representatives of the people filling governing bodies, many proposals for reforms may even become redundant.

      Well meaning activists and groups have been trying to nominate honest candidates. But the people look the other way. They tried joining hands and nominating common candidates. Still people did not take cognizance. The activists groups and small but honest parties have little clout with the people. The candidates are not selected by any significant number of electorates. Even the small groups deciding on the candidates’ names, belong to different constituencies. The voters are not prepared to own these candidates. Thus the very idea of our getting honest candidates elected remains stillborn. Instead of telling people to vote for our candidates, if alone we ask them to select their own candidates, we can ensure their owning of the candidates and hence their victory.    

       To ensure that the elected representatives represent us – the people – and not the party bosses and business tycoons, the people have to come together to select among them themselves, honest, non greedy persons, nominate and elect them for all the governing bodies. This will result in a representative yet participatory democracy. This will elevate democracy to the next level and radically change the way we are governed. Right to recall and referendum will become a part of such a process, with power literally flowing in to the hands of the people.   

       This process of ‘empowering the people’ can be facilitated by forming ‘street committees’ and elect representatives to the next level, say colony committees and in turn area, ward, assembly constituency, parliament constituency committees and select people’s candidates to the various governing bodies by up and down consultation. It should be ensured that the candidates selected thus, do not belong to any entrenched political party, are not corrupt, have an inclination to work for the social welfare and are not drunkards. Caste, community, race or wealth, should not come in to consideration. People in every nook and cranny have to be sensitized of the need for this method of ‘search, select, nominate and elect’ to appoint their own representatives as against those imposed by the political parties and money bags. 

       There are many individuals and groups working to change the ground conditions on some problem or other. If the above change to usher in basic, direct, participative democracy – actually a going back to the original idea of democracy – is achieved, solutions to every other problem will fall in place automatically. The people’s committees will be there to guide and check the rulers as a watch dog forever.

       To carry this message far and wide, it is absolutely essential that the various actors in the social sector – individual social activists/ groups, NGOs – come together and hold hands. As the groups are apprehensive and reluctant to come under a single banner, it is sufficient to hold hands to take on the mighty polity to start with. Mergers will take place in due course and ultimately all groups will merge in to one entity called the ‘people’s committee’ and that will rule the roost. 

      With my limited experience in trying to take this message to the people, I can say with certainty that they are willing to grab the idea with both hands. Well, there are hurdles. People ask ‘after taking money, how can we say no to them’. We have to educate them that ‘taking money for vote is not just illegal, it is a SIN. If you receive money, due to need or fear of party henchmen, then there is absolutely nothing wrong in denying them the vote. In fact you should not vote for such candidates even if you like them otherwise’. Further they confront us saying ‘they take promise on our children’s head – how can we go against our promise’. Well the answer is, ‘What you think at heart is the real promise and not what your lips say. Say in your mind ‘I will definitely not vote for you, as you are cheating’ and then say aloud that you will vote only for him. You have to stick to the promise you took at heart and not what your lips said. If you still fear going back, avoid voting altogether or cast a NOTA rather than voting for the culprits’. If the politicos come to know of this campaign, they will realize that it is the end of the road for them.

       Gandhiji realized that the British were very powerful and it is not possible to defeat them, in their own territory, with their kind of weapons. Hence he devised the unassailable ‘Satyagraha’. Today’s politicos too are very powerful indeed. We cannot confront them in their territory and slay them, wielding bows and arrows, while they wield guns and missiles. We need a different weapon altogether like ‘Satyagraha’. The weapon is ‘search, select, nominate, elect’ mode of ‘empowerment’.

       Acting as facilitators for the people to select their own candidate will be the real role of small parties and sociopolitical activists groups, as after all we have not come in, to play politics our selves, but only to reform, revitalize, reinvent and redeem politics.

       Political awareness among the people has been growing. People’s wrath on liquor shops, nuclear plants etc., effort to clean up water bodies themselves, rescue and rehabilitation efforts during floods and storm, in Tamil Nadu as also elsewhere, point to the fact that they have lost faith on these self centered, greedy politicians. This has resulted in the formation of hundreds of new political outfits and many individuals also will enter the fray when elections confront them. But the support base for such candidates – of activists or new political outfits – in any constituency is not going to be significant to help them win. The competition and internal feuds will scatter the votes further and the position of the Goliaths of political parties will remain unassailable as always. If we ask the people ‘to vote for me’ or ‘vote for our candidate’ thus try to thrust the choice of a small group on the people, they are not going to respond favorably. They will continue with the dictum ‘known devil is better than un known angel’. We should sensitize the people and make them select among themselves a suitable candidate of their own, to truly represent them. There should be only one such candidate per constituency. Such candidates can floor any ‘Goliath’. The social activists and small timers in politics can play a major role in this – that of facilitators. Anyway, properly guided, people will only select some socially active persons. If we are the ones, let us accept it as the call of duty. Otherwise too, let us get on with our selfless work as ever! This will be the winning formula.

        Lot of effort has gone in, to promote this idea among the people, with the impending elections to local bodies in TN in focus to start with, hoping to cover the whole country for the assembly and lok sabha elections in due course. Seeds have been sown in many areas in Chennai, its surroundings and faraway as well and the activists are working enthusiastically and tirelessly. The message needs only to be spread to the nooks and crannies of the country. But synergy is needed to deliver death knell to the wayward polity.

        This is not a utopian dream anymore. In Gadchiroli district of Maharashtra adjoining Chattisgarh, activists have ensured electing people’s own candidates for local bodies already. If it is possible in a naxal affected area, why not elsewhere? It has happened in many other pockets of the country as well. We have to only make it a rule and not let it remain an exception.

        Let us wrest our rights from the wayward polity.

தீய அரசியலிலிருந்து, தூய அரசியலுக்கு

   இன்று நாம் அனுபவித்துவரும் எல்லா துன்பங்களுக்கும், துயரங்களுக்கும் முக்கிய காரணம் அரசியலில் நேர்மையின்மை. முன்னணி அரசியல் குற்ற உணர்வின்றி, ஊழல்வாதிகள், குற்றவாளிகள், ஜாதி மத வாதிகள், வாரிசு அரசியல் வாதிகள் நிறைந்ததாக, அளவற்ற பேராசை பிடித்தவர்களின் தலைமையில், ஜனநாயகத்தையும், மக்கள் நல ஆட்சிமையையும் மிகுந்த சேதத்திற்கு உள்ளாக்கி வருகிறது. அரசியல் அதிகாரம் ஒரு சில தண்டல்காரர்களிடமும், வழிப்பறிக் கொள்ளைகாரர்களிடமும் சிக்கி, நாடே சின்னாபின்னமாகி வருகிறது. போட்டியிடும் பெரும்பாலும் நேர்மையற்ற, சுயநலமிகள், தம்மையே பெருமைபடுத்திக் கொள்வோருக்குள்ளேயே ஒருவரை தேர்ந்தெடுக்க, மக்களை கட்டாயப் படுத்திவிட்டு, பண மூட்டைகளும், வியாபார முதலைகளும், அவர்தம் கைக்கூலிகளும் தங்களுக்கு அடிமை செய்யக் காத்திருக்கும் ஆமாம் சாமிகளை, ஃஜீபூம்பாக்களையே எல்லா ஆட்சி மன்றங்களுக்கும், நிர்வாகத்திலும் நியமித்து பொது சொத்தையெல்லாம் சூரையாடி, அவற்றை சொந்த சொத்தாக்கிக் கொண்டும், பிற்காலத்திற்கான அரசியல் முதலீடாக்கியும் வருங்கின்றனர்.

   தாங்களே ஜனநாயக மரபுப்படி தேர்ந்தெடுக்கப்படாத கட்சித் தலைவர்களால் நியமிக்கப்பட்ட, அவர்களுக்கு அடிமை செய்யும் தகுதியைத் தவிர வேறேதும் தகுதியற்ற, வேட்பாளர்கள், மக்களின் பிரதிநிதிகளாக எப்படி செயல்பட முடியும். அந்தத் தலைமைக்கும், அவர் பின்னின்று ஆட்டிவைக்கும் பண முதலைகளுக்கும் தான் பிரதிநிதிகளாக செயல்பட முடிகிறது. 

   தற்போதைய மோசமான நிலைமையிலிருந்த மீள ஒரு அவசர அறுவை சிகித்சை தேவைப்படுகிறது. களிம்பு பூசியோ, வில்லை உட்கொண்டோ தீரக்கூடிய வியாதியல்ல இது. நாடு ஒரு மனித உடல் என்று கொண்டால், அரசியல் அதில் ஓடும் குருதி எனலாம். அது முழுவதுமாக புற்றுநோய்வாய் பட்டிருக்கும் வேளையில் முழு ரக்த மாற்று சிகித்சைதான் நோயாளியை காக்கவல்லது.

   நாட்டு நிலைமையைப் பற்றிப் பேச ஆரம்பித்த உடன் ‘தேர்தல் முறை, நீதித்துறை, காவல்துறை சீர்திருத்தங்கள், லோக் பால், லோக் ஆயுக்தா, திரும்பி அழைக்கும் உரிமை, மக்கள் கருத்தறியும் உரிமை’ எல்லாம் கொண்டு வரவேண்டும் என்று சமூகஅரசியல் ஆர்வலர்கள் பெரிய பட்டியலை நீட்டுகிறார்கள். இவைகளின் மீது கட்டுக்கட்டாக பரிந்துரைகள் அரசு பெட்டகங்களில் மீளா உறக்கத்தில் ஆழ்ந்து கிடக்கின்றன. ஊழலில் ஊறிக்கிடக்கும் அரசியல் வியாதிகளுக்கு எதிரான சீர்திருத்தங்களை அவர்களே நடை முறைபடுத்துவர் என்று எப்படி எதிர்பார்க்க முடியும்? மக்கள் நலம் பேணும் உண்மையான மக்கள் பிரதிநிதிகள் வென்று ஆட்சி மன்றங்களுக்குச் சென்றாலன்றி இவை சாத்தியமாகாது? சொல்லப் போனால் உண்மையான மக்கள் பிரதிநிதிகள் தேர்ந்தெடுக்கப்பட்டால், அதன் பின் இப்போது தேவை என்று கருதப்படும் பல சீர்திருத்தங்கள் தேவையற்றே போய்விடும்.  

   மக்கள் நலம் விரும்பும் ஆர்வலர்களும், குழுக்களும் நேர்மையானவர்களை தேர்தலில் போட்டியிட நியமித்தும், ஒன்றிணைந்து பொது வேட்பாளர்களை நியமித்தும் முயன்றுவிட்டோம். இருப்பினும் மக்கள் அவர்களை சட்டை செய்வதில்லை. ஆர்வலர் குழுக்களுக்கும், சிறிய பிரபலமடையாத ஆனால் நேர்மையான கட்சிகளுக்கும் மக்களிடையே செல்வாக்கு மிகக் குறைவாக உள்ளது. அவர்களின் வேட்பாளர்கள் பெரிய வாக்காளர்கள் குழுக்கள் மூலம் தேர்வு செய்யப் படுவதில்லை. முடிவெடுக்கும் சிறு குழுக்களும் பெரும்பாலும் அந்தத் தொகுதியைச் சேர்ந்தவர்களாக இருப்பதில்லை. வாக்காளர்கள் இந்த வேட்பாளர்களை சொந்தம் கொண்டாட முடிவதில்லை. ஆக நேர்மையாளர்களை தேர்ந்தெடுத்து ஆட்சிமன்றங்களுக்கு அனுப்பும் நம் கனவு குறைப்ரசவமாகவே இருந்துவருகிறது. நம் வேட்பாளர்களுக்கு வாக்களியுங்கள் என்று கேட்பதை விடுத்து, நாம் வாக்காளர்களையே வேட்பாளர்களை தேர்வு செய்ய ஊக்குவித்தால் அவர்கள் வெல்வது உறுதியாகும்.    

   நாம் தேர்ந்தெடுத்து அனுப்புவோர் அரசியல் தண்டல்காரர்களுக்கும், கயவர்களுக்கும் அல்லாமல், நமக்குப் பிரதிநிதியாக செயல்படுவதை உறுதிசெய்ய, மக்களாகிய நாம் பல அடுக்குகளிலும் குழுக்களாகக் கூடி, நமக்குள்ளேயே தகுதியான பேராசை பிடித்தவரல்லாமல், நேர்மையானவர்களை தேடி, தேர்வு செய்து, நியமித்து, தேர்ந்தெடுத்து ஆட்சிமன்றங்களுக்கு அனுப்பிவைக்க வேண்டும். அப்படி செய்தால், அது ஒரு பிரதிந்தித்துவ ஜனநாயகமாக மட்டும் அல்லாமல் ஒரு பங்கேற்பு ஜனநாயகமாகவும் செயல்படும். நம் ஜனநாயகம் மேன்மையடைந்து ஆட்சியும் நிர்வாகமும் பெருத்த நல் மாற்றத்தை அடையும். பிரதிநிதிகளை திரும்ப அழைக்கும் உரிமை மற்றும் திட்டங்களுக்கும், சட்டங்களுக்கும் மக்களின் கருத்தை கணிக்கும் வாய்ப்பையும் உள்ளடக்கியதாக செயல்படும். மொத்தத்தில் ஆட்சி அதிகாரம் மக்கள் கையில் வந்தடையும். இந்த ஆட்சிமுறை மாற்றத்தை ஏற்படுத்த, எந்த சட்டத் சீர்திருத்தமும் தேவை இல்லை.

   இந்த மக்கள் ஆட்சியதிகாரம் பெறும் முறையை ஏற்படுத்த தெரு மக்கள் மன்றம் அமைத்து அடுத்த கட்டத்துக்கான – ஏரியா மன்றத்துக்கான - பிரதிநிதியை தேர்வு செய்து, இதேபோல் முறையே உள்ளாட்சி வார்ட், சட்டமன்றத் தொகுதி, நாடாளு மன்றத்தொகுதி மக்கள் மன்றங்களுக்கும், மக்கள் பிரதிநிதிகளை அமர்த்தி மேலும் கீழும் கலந்தாய்ந்து மக்கள் வேட்பாளர்களை எல்லா தளத்திற்கும் நியமிக்க வேண்டும். இதில் தேர்வுசெய்யப்படுவோர் எந்த வேரூன்றிய கட்சியையும் சாராதவராக, ஊழல் வாதியாக அல்லாமல் – நேர்மையானவராக – சமுதாயத்திற்கு தம்மால் ஆனதை செய்யத் தயாரானவராக, மொந்தைக்குடியனாக அல்லாதவராக இருப்பது மிக அவசியம். ஜாதி, மதம், இனம், கல்வி, சொத்து  முதலியன தகுதியாக ஏற்கப்படக்கூடாது.  

   நாட்டின் மூலை முடுக்குகளுக்கெல்லாம், ‘வாக்காளர்களே கூடி, தேடி, தெரிந்தெடுத்து, நியமித்து தேர்ந்தெடுப்பதன் மூலம், அரசியல் கயவர்களின் பிரதிநிதிகளுக்கு மாற்றாக, மக்களின் உண்மையான பிரதிநிதிகள் ஆட்சியில் அமர்வதன் அவசியத்தையும், அவசரத்தையும்’ பரவ செய்ய வேண்டும்.

   இன்று ஆர்வலர்கள் பலர் பொதுப் பிரச்சினைகளை கையிலெடுத்துப் போராடிவருகின்றனர். மேற்கண்ட மாற்றம் – நேரடி, அடிப்படை, பங்கேற்பு ஜனநாயகம் - ஏற்பட்டு விட்டால் – அதாவது ஜனநாயகத்தின் உண்மை தத்துவத்தை நடைமுறைப் படுத்தினோமேயானால், மற்ற பல பிரச்சினைகளுக்கும் தாமாகவே தீர்வு ஏற்படும். எப்படியும், மக்கள் மன்றங்கள் ஆட்சிமன்றங்களை, நிர்வாகத்தை கண்காணித்து, முறைப்படுத்த எப்போதும் தயார் நிலையில் இருக்கும். 

   இந்த செய்தியை நாடெங்கிலும் எடுத்துச்செல்ல அனைத்து சமூகஅரசியல் ஆர்வலர் குழுக்கள், சேவைக்குழுக்கள், என்ஜீஓக்கள் எல்லாம் இதில் ஈடுபட வேண்டும். இந்தக் குழுக்களெல்லாம் மற்ற குழுக்களின் மீது நம்பிக்கை இல்லாதிருப்பதனால், அவர்கள் ஒன்றிணையத் தேவையும் இல்லை. துவக்கத்தில் கை கோத்துப் பயணித்தால் போதும். நாளடைவில், குழுக்கள் ஒன்றோடொன்றாக இணைந்து, மக்கள் மன்றம் என்ற ஒன்றோடு ஐக்கியமாகிவிடும்.  

   என்னுடைய சிறிய அனுபவத்தில் மக்கள் இதை இரு கரம் நீட்டி ஏற்கத் தயாராக உள்ளனர் என்பதை உறுதியாகக் கூற முடியும்.  தடைகள் இல்லாமல் இல்லை. கை நீட்டிப் பணம் வாங்கிய பின் எப்படி அவர்களுக்கு வாக்களிக்காமல் இருப்பது என்று கேட்கின்றனர். வோட்டுக்கு பணம் பெருவது சட்ட விரோதம் மட்டுமல்ல, மஹாபாவமும் கூட என்று புரிய வைக்க வேண்டியுள்ளது. அதனால் விளையும் தீமைகளை விளக்கி. ‘கை நீட்டி பணம் பெற்றிருந்தால் கூட, அவர்களின் இந்த தீய செயலினால், அவர்களை நமக்குப் பிடித்திருந்தால் கூட, அவர்களுக்கு வாக்களிக்கக்கூடாது’ என்று விளக்க வேண்டியுள்ளது. அவர்கள் ‘குழந்தைகளின் தலையில் கையை வைத்து சத்தியம் வாங்குகிறார்கள். சத்தியத்தை எப்படி மீறுவது’ என்று அடுத்த கணையை வீசுகிறார்கள். அவர்களுக்கு ‘அப்படி சத்தியம் செய்வது தவறு. ஆனால் அவர்களைக் கண்டு பயந்து செய்ய நேரிட்டால், நாம் மனதில் நினைக்கும் சத்தியத்தைத்தான் கடை பிடிக்க வேண்டுமே தவிர, உதடு சொல்வதை அல்ல. மனதில் ‘நீ எங்களை ஏமாற்றப்பார்க்கிராய். என் வாக்கு உனக்கல்ல என்று கூறி, உதட்டால் உனக்குத்தான் அளிப்பேன்’ என்று கூறுங்கள். அப்படியும் கூறியதை மீற அஞ்சினால், நோடாவுக்கு அளித்தோ, வாக்கு அளிக்காமலோ மன சத்தியத்தை அனுசரியுங்கள்’ என்று கூற வேண்டியுள்ளது.

   மஹாத்மா காந்தி பிரிட்டன் ஒரு வலியசக்தி. அவர்கள் களத்திலேயே, அவர்களைப் போலேயே ஆயுதம் தாங்கி, எதிர்த்து வெல்வது சாத்தியமல்ல என்று உணர்ந்து, சத்தியாக்ரஹம் என்ற வெல்ல முடியாத ஆயுதத்தை படைத்தார். இன்றைய அரசியல் கயவர்களும் மிக சக்தி வாய்ந்தவர்கள்தாம். அவர்களை அவர்கள் களத்திலேயே, அதுவும் அவர்கள் பீரங்கியும், ஏவுகணையும் கொண்டு தாக்க, நாம் வில் அம்பு, ஈட்டி தாங்கி எதிர்கொள்ள முடியாது. நமக்கு சத்யாக்ரஹம் போன்ற சர்வ வல்லமை வாய்ந்த ஆயுதம் தேவைப்படுகிறது. அதுதான் மக்களே ‘கூடி, தேடி, தெரிந்தெடுத்து, நியமித்து, தேர்ந்தெடுக்கும்’ முறையில் ‘ஆட்சி அதிகாரம் பெறுவது’.           

   மக்களுக்கு இதை எடுத்துரைப்பதும், அவர்களுக்கு இப்படி செய்ய உதவுவதும் தான்  சமூகஅரசியல் ஆர்வலர்களும், சிறு நேர்மைவாத கட்சிகளும் ஆற்றவேண்டிய உண்மையான கடமை. எப்படியும் நாம் அரசியலுக்கு அரசியல் செய்ய வரவில்லையே. அரசியலை நேர்படுத்த, சீர்படுத்த, மேம்படுத்த, தூய்மைப்படுத்தத்தானே வந்துள்ளோம்.

   மக்களிடம் அரசியல் விழிப்புணர்வு சிலகாலமாக அதிகரித்து வருகிறது. மதுக்கடைகளை மூட வைக்கும் முயற்சி, அணுமின் நிலையங்கள் போன்றவற்றை எதிர்ப்பது, நீர்நிலைகளை தாங்களே முன் வந்து தூர்வாருவது, வெள்ளம், புயல் சமயங்களில் தாங்களாகவே முன் வந்து மீட்புப் பணிகளில் ஈடுபடுவது என்று அவர்கள் அரசியல் வியாதிகள் மீது நம்பிக்கை இழந்து விட்டனர் என்பதை தெள்ளத்தெளிவாக வெளிப்படுத்துகின்றனர். இது வரும் காலங்களில் இன்னும் பல அரசியல் கட்சிகள் தோன்றவும், சுயாச்சையாக பலரும் தேர்தல் களத்தில் குதிக்கவும் வழிவகுத்துள்ளது. ஆனால் இவர்களுக்கெல்லாம் களத்தில் வெல்லத் தேவையான செல்வாக்கு கிடையாது. மற்றும் அவர்களுக்குள்ளேயே போட்டியும் பொறாமையும் சேர்ந்து, இந்த அரசியல் கோலியத்துக்களை அசைக்க முடியாத நிலை ஏற்பட்டுள்ளது. மக்களிடம் சென்று ‘எனக்கு வாக்களியுங்கள்’, ‘எங்கள் வேட்பாளர்களுக்கு வாக்களியுங்கள்’ என்று கேட்டுப் பயனில்லை என்பதை அனுபவத்தில் உணர்ந்துள்ளோம். அவர்களோ ‘தெரியாத தேவதையைவிட தெரிந்த பேயே மேல்’ என்றே முடிவெடுக்கிறார்கள். அவர்களையே அவர்களின் வேட்பாளர்களை தேர்வு செய்ய அறிவுறுத்துவதன் மூலம் நாம் எப்படிப்பட்ட கோலியத்தையும் வீழ்த்த முடியும். இதுதான் ஆர்வலர்களின் சரியான பயனளிக்கக்கூடிய செயலாக இருக்கும். எப்படியும் அவர்களும் சமூக ஆர்வலர்களைத்தான் தேர்வு செய்ய வாய்ப்பு அதிகம். ‘அவர்கள் தேர்வு நாமாக இருப்பின், கடமையின் அழைப்பாக ஏற்று பணியாற்றுவோம். நாமாக இல்லையெனினும் அவர்கள் தீர்ப்பை ஏற்று அவர்களுடன் இணைந்து நற்பணிகளில் நம் பயணத்தை தொடருவோம் என்ற தெளிவு’ ஏற்படவேண்டும்.

   இதன் செயலாக்கத்தில் பல ஆர்வலர் குழுக்கள், பணிகளை துவக்கி வீறுநடை போட்டு வருகின்றனர். உள்ளாட்சி மன்றத் தேர்தலில் துவங்கி, சட்டமன்ற, நாடாளுமன்றத் தேர்தல்களிலும் இதை செய்ய முனைந்து வருகின்றனர். பல இடங்களில் ஆர்வலர்கள் தீவிர ஈடுபாட்டுடன் செயல்பட்டு வருகிறார்கள். இந்தத் தறிகெட்டுச் சென்று கொண்டிருக்கும் அரசியலை கட்டுக்குள் கொண்டுவர இச்செய்தியை நாடுமுழுவதும் பரவச்செய்ய அனைத்து ஆர்வலர்களின் ஒருங்கிணைந்த முயற்சி தேவை.

   இது வெறும் பகல் கனவல்ல. மஹாராஷ்ட்ராவில் நக்சல் தீவிரவாதத்தின் உறைவிடமான காட்சிரோலி மாவட்டத்திலேயே மக்கள் உள்ளாட்சி மன்றங்களுக்கு தங்கள் பிரதிநிதிகளை தாங்களே தேர்ந்தெடுத்து ஒரு புரட்சியையே செய்துள்ளனர். நக்சல் பாதிப்புக்குள்ளான இடத்திலேயே இதை செய்ய முடிந்தால் மற்ற இடங்களில் ஏன் முடியாது. இன்னும் பலவிடங்களிலும் நடந்து வருகின்றன. ஆனால் இதை அங்கொன்றும் இங்கொன்றுமாக நின்றுவிடாமல் அனைத்து இடங்களிலும் நடக்கச் செய்ய வேண்டியது நம் கடமை.

     நம் உரிமையை தறிகெட்ட அரசியலாரிடமிருந்து மீட்டெடுக்க வேண்டிய நேரம் வந்து விட்டது.
